Carroll: Who pays? You guessed it

Denver Post -- Was there ever any doubt the Governor's Energy Office would recommend that you and I pay for Xcel's SmartGridCity in Boulder, even after costs tripled from the original estimate to $44 million?

Was there any doubt, for that matter, that staff at the Public Utilities Commission would reach the same conclusion rather than suggest that maybe, just maybe, research and development should be assigned to investors, not ratepayers?

To answer these questions, you only need to know that the smart grid is a concept beloved by green energy visionaries — and that their agenda has the same effect on state officials as a ringing bell had on Pavlov's dogs. They drool on cue. They can't help themselves.

Good that CA and CO are full of greenies that will do the R&D. Also good that I don't live there. Early adopters always pay.

Smartgrid stuff will work best when you have a Smart home with smart appliances, etc... until then savings opportunities are likely to depend upon the motivation of the individual

Road-Runner -- you keep the playing field level. When you have a monopoly situation, like power generation, you tightly regulate it.

First, the PUC should make sure that the grid becomes part of the "commons", owned by the people, not the corporation.

Second, the PUC should regulate how much profit is allowed -- kind of like the cost-plus military contract, but with price ceilings.

Third, make the energy companies buy excess energy from home and businesses who have local energy production, like solar, during peak times.

Instead of designing these deals to be one-winner take all -- why can't we have a shared system where everyone comes out a little bit ahead?

Or maybe the state/county/local governments should get into the energy business!

With electricity costs skyrocketing (Colorado is second only to Hawaii)(XCEL operates in Colorado, Minnesota and several other states), who will ever be able to afford the operating costs of the all electric battery powered cars which Obama's "green energy" pushers are advocating?
And will the average consumer ever be able to afford Big Brother's Smart Energy Grid?
